Bothell Records Open to the Public

The keeper depends on who made the record. Bothell City Clerk manages the city records program, while Bothell Municipal Court and Police Records handle their own subject files. County-created material follows the event, parcel, filing court, or custody site. A Bothell postal address alone does not prove that a place is within city limits or reveal its county.

Washington law favors access to identifiable agency records, but it does not make every detail public. Sealed and adoption files, much juvenile material, protected addresses, medical records, and personal identifiers can be withheld. Court case files follow court access rules, not the same process as ordinary agency files.

The voter file is a distinct regulated record set. VoteWA serves the individual voter, while statewide extract access has separate fields and use limits. Detailed treatment belongs with Bothell voter registration records.

Bothell Records Cross Two Counties

Roughly sixty percent of Bothell residents are on the King County side and forty percent are on the Snohomish County side. City council, city permit, municipal police, and municipal court records remain with Bothell across that whole area. Deeds, assessments, marriage returns, felony and probate cases, elections, and jail files do not. Those records go to the county tied to the parcel, event, court, registration address, or booking.

The office structure also changes. King County separates its Recorder and Elections operations from the Auditor. Snohomish County places Recording and Elections within the elected Auditor's office. For uncertain property locations, Bothell COBMap is a useful discovery tool, but the source county assessor should confirm the parcel and jurisdiction.

Bothell Deed and Recording Access

For the King County side, the Landmark Records Search indexes recordings from 1976 forward, with most images available from August 1, 1991. Parcel searches return records from 1997 onward and become more reliable around 2002. Earlier grantor and grantee indexes for 1853 through 1975 are on microfilm at King County Archives. A grantor gives an interest; a grantee receives it.

Snohomish County's recorded-document search covers most records from July 1976 forward and requires a free account. Earlier instruments remain on office microfilm, with holdings reaching the 1860s. Both offices accept copy orders outside the portal. King offers online, phone, mail, and counter service. Snohomish accepts online, phone, mail, form, email, fax, and counter requests.

The index can lead to an unofficial image, but the Recorder supplies an official certified copy. King charges $1 per page for an uncertified copy and $3 for the first certified page plus $1 for each added page. Snohomish uses the same listed page and certification rates.

Bothell Property Records and GIS

Property access also splits by county. King County eReal Property and Parcel Viewer search by parcel or address, and official guidance also describes an owner-name route. Results may show the taxpayer, situs address, legal description, assessed values, characteristics, levies, and sales history. The situs address is the physical site. A taxpayer mailing address can be different and should not be treated as proof of residence.

Snohomish Property Account Summary searches a fourteen-digit parcel or situs address. It returns taxpayer and mailing details, value history, characteristics, sales, and legal description. SCOPI adds map discovery by parcel or address. Parcel and GIS lines are research aids, not legal surveys or title guarantees. When a map reveals a likely parcel, confirm it in the assessor record and then use its parcel or legal description in the correct recorder index.

Note: King County Landmark has no street-address field, so convert an address to a parcel number before searching recorded instruments.

Bothell Court Records by Venue

Bothell Municipal Court keeps traffic infractions, misdemeanors, gross misdemeanors, and city ordinance cases. Its record form asks for the defendant, citation numbers, hearing dates, requested documents, intended use, and requester contact details. It can be submitted to the court, and the city also provides a dedicated court request route. Felonies, probate, guardianship, higher civil cases, and many family matters belong to the correct superior court clerk.

The free Washington Courts Search Case Records accepts court level, search type, court, case type, filing year, party name, business name, or case number. It is updated daily and identifies the case, filing date, court, and type, but it is a reference index rather than the official record. King files may continue through KC Script. Snohomish case information and some documents use Odyssey, with free counter viewing as a fallback. Federal matters use PACER in the Western District of Washington.

Bothell Vital Records Access Rules

Washington Department of Health issues statewide birth, death, fetal-death, marriage, divorce, and stillbirth certificates. Public Health Seattle and King County and Snohomish County Health Department also issue qualifying birth and death certificates. The correct local route depends on the county tied to the event. Marriage licenses and returns are held by the county recording office, while divorce decrees come from the superior court clerk.

RCW 70.58A.530 restricts certified birth and death certificates to qualified applicants who provide identity and supporting documents. The standard state certified-copy fee is $25 before vendor or expedited charges. Marriage and divorce certificates do not use that same qualified-applicant rule, though sealed files and confidential identifiers remain unavailable. State Archives receives live-birth and fetal-death records after 100 years, and death, marriage, divorce, invalidity, domestic-partnership dissolution, and legal-separation records after 25 years.

Historical indexes are not the same as legal certificates. Washington Digital Archives and both regional archive branches can hold older marriage, birth, court, and land series. Pre-1907 events should be routed by the historical county, not merely by today's postal name.

Bothell Custody and Police Records

Current county custody data appears in the King County Subject Lookup or Snohomish Daily Jail Register. The Snohomish register includes current people, recent bookings, and recent releases, with charges, booking dates, bail, arresting agency, custody location, and subject number. Washington DOC searches current state custody by first name, last name, or DOC number. Each tool has a narrow scope. Booking is not a conviction, and a person leaving a current roster does not erase the separate court case.

Bothell police reports stay with Bothell regardless of county side. A written request should give the case number, incident, and parties when known. The city lists inspection as free and paper copies at 15 cents per page. Medical jail records and protected victim, source, investigative, and safety details can be withheld. For notification about custody changes, use the official VINE route rather than relying on a saved roster page.

Note: Save the King booking identifier or Snohomish subject number before seeking the related releasable file or later court disposition.

Bothell Records Privacy Boundaries

Open records can still contain redactions. Washington law protects Social Security numbers, driver and identicard data, original voter forms and signatures, many public employee personal contacts, and protected home addresses. Recorded nongovernment instruments may not contain a linked birth date, parent maiden name, or Social Security number. The federal Driver's Privacy Protection Act also limits personal motor vehicle data.

The Washington Address Confidentiality Program gives eligible survivors and other protected participants a substitute address and mail forwarding. Agencies generally must accept it. Protection is mainly prospective, so older records or copies held elsewhere may remain. Adoption, juvenile, sealed, health, and confidential court information require their own legal access routes rather than a broad agency request.

Bothell Public Records Custodians

The fastest route is the office that created or officially received the file. Counter access remains important when an image is absent, an older series is on microfilm, or a certified copy is needed. These contacts cover the main city and county systems.

Bothell Record Fees and Delivery

Inspection of agency records is free. Under RCW 42.56.120, an agency using the statutory schedule may charge up to 15 cents per printed page, 10 cents per scanned page, 5 cents per four electronic files, and 10 cents per transmitted gigabyte, plus actual media, packaging, postage, or delivery costs. An agency may instead use a documented flat fee of up to $2 for a request.

Bothell's 2026 schedule follows those unit rates. Police audio or video on a CD or DVD is $5. The city may ask for a copying deposit of up to ten percent, bill installments before delivery, and treat an installment unpaid for 30 calendar days as abandonment. Charges of $1 or less are generally waived unless a request seems structured to exploit the waiver.

Court and recorder certification uses separate schedules. King and Snohomish superior court clerks charge $5 for the first certified page and $1 for each additional page. Free online results should not be confused with an authenticated copy from the keeper.

Request Bothell Public Records

Any person may request an identifiable agency record under the Washington Public Records Act. Bothell's Records Center offers Municipal Court, Police, and general Public Records Request types. Account login uses an email address and password, but a requester unable or unwilling to use GovQA may contact the City Clerk at PublicRecords@bothellwa.gov or 425-806-6154.

The five-business-day rule in RCW 42.56.520 is an initial response deadline. The response may provide records or a link, acknowledge the request with a reasonable estimate, seek clarification, or deny access in writing. It does not promise final production in five days.

1. Choose the city, county, court, or state custodian that created the record.
2. Check the available index and save a case, parcel, permit, or recording number.
3. Describe the record series, subject or address, and a narrow date range. Ask for records, not answers to questions.
4. State whether inspection, electronic delivery, paper copies, or certification is needed.
5. Save the tracking number, production estimate, fee notice, and each installment date.
6. If material is withheld, request the cited exemption, redaction explanation, and internal review.

A specific description helps staff separate responsive records from exempt details and can reduce search time, cost, and clarification. Do not ask Bothell for county deeds, superior court files, tax parcels, or county voter records.

Reviewing Bothell Records Denials

A denial should identify the legal basis for withholding. Ask for the exemption log or explanation and for release of any nonexempt part. An unclear request can be narrowed by adding names, a location, a record series, a date span, or an official number. Bothell may pause only the unclear portion while processing a separable clear part.

Agency denials have an internal review process. Under RCW 42.56.550, a requester may seek de novo superior court review of a PRA denial, generally within one year of the exemption claim or last installment. Preserve the request and response timeline. Court case files take a different route under GR 31, with sealing and redaction governed in part by GR 15, so a PRA appeal is not the remedy for a judicial case-file decision.

Note: A request does not require an office to conduct research, create a new record, or answer a question that no record resolves.
